This paper is based on a case study investigating on the process and the mechanism of the public participation in regional environmental planning in Sanbanze, Chiba, Japan. The Sanbanze regional environmental planning project was performed within a span of two years from January 2002 to January 2004. It is the biggest round-table conference for the public participation and the first attempt of plan-making by citizens in Japan. This paper discusses the issues of public participation by focusing not only on the committee members, but also on the observers. Interviews and questionnaire surveys were carried out. The results show that although the very intensive participation process was conducted, more people can participate in the process of planning and designing for Sanbanze. However, some problems such as the imbalance of observers' attributes and the gradual decrease of the number of observers appeared. Our analysis shows some structural factors also have a deep relation with observers' participation, besides the management factors.

To make the development technology of software adapt to the progress of network technology, thispaper gave the research to the acquisition and the management technology of component based on the software development of component. Studied the communication protocols of web service and the realizing mechanisms of web service architecture based on the existent inadequacy of component models, and put forward the architecture of component composition, and designed the architecture model of component composition based on web service and the development technology of compoment software.

In project construction process，cost control with quality and schedule control stands at the center of project management. Project cost control should start from offer of the project bid to the settlement when the project is completed，run through the whole process of project implementation. The level of cost management will directly determine the effect of cost control. In this paper，basic procedure of project cost management is systematically analyzed，including the detailed analysis of cost plan，cost accounting，cost analysis and cost assessment，etc. This paper focuses on the concrete methods of cost control and cost analysis with some project cases.

By building the business process ontology model and OWL description, a new business process ontology storage schema is proposed. In this schema, according to the character of business process ontology, the generic information of instance of business process ontology is stored in the multiple tables through the reflection of business process ontology model to relational database model, which increases the query efficiency by reducing the cost of table join and benefit to reusing of business process and logic reasoning.

Parallel management is channeled when complicated and systematic projects aredecided and evaluated. Its method and process are applied to management decisions and evaluations. Traditionally,large-scale management decisions are depending on decision support system and enterprise evaluation system. However, it will be more complex to use system simulation and simulated management. Moreover,such process can not be in long-term process. Therefore, it is necessary to implement parallel management principle's methods and experiences in management decisions and evaluations. Under such circumstance, this paper focuses on parallel management principles and makes further studies of its method and experience. Then, PMDDS is developed. We try to offer some theory achievements and practical experiences for future researches.
